He married twice. He married Uta Fukada 30 June 1953 Tokyo, Japan. He married Vivian D'Ett Lowton Hardison 12 May 1972 Virginia Beach City, VA.

Charles Franklin Popenoe and Uta Fukada had the following children:

child 182 i. Kathryn Ruth6 Popenoe was born 1954 in Tokyo, Japan.  She married Dick Greco.  They were divorced and she married about 1997, George Prasinos from Athens Greece.  They live in Tampa, Florida, where George is a pilot and Kathryn works for the Walt Disney Company.

child 184 iii. Jesse Phelps Popenoe was born Norfolk City, VA  1959. Jesse was adopted by Charles Franklin Popenoe and the name Popenoe now appears on his birth record. His birth father was his mother's first husband, Jesse Phelps Hardison.
