89. Herbert Franklin⁴ Popenoe (Frederick Oliver³, Willis Parkison², James¹) was born Topeka, Shawnee Co, KS 9 Mar 1899. Herbert died 5 Sep 1975 South Pasadena, Los Angeles Co, CA, at 76 years of age.

He married Lucille Wallace 28 Mar 1922. Lucille was born 21 July 1902. Lucille died December 1989 in California, at 87 years of age. Herbert was educated at Pomona College and Stanford University (PhD) as a statistical psychologist in the field of education. He taught at several colleges but most of his professional life was as an administrator in the Los Angeles school system.

Herbert Franklin Popenoe and Lucille Wallace had the following children:

+ 141 i. Joan⁵ Popenoe was born  1926.

142 ii. Franklin Wallace Popenoe was born 3 May 1929. Franklin died 12 Sep 1964 at 35 years of age. He married Joan Carson 26 Dec 1955.
